Quesnel Ambassador Leadership Program
Council expressed their appreciation to the 2024/2025 Outgoing Ambassadors, Lacey Anderson and Jayla Wheeler, who were unable to attend as they have started post-secondary education out of town, and welcomed the 2025/2026 Incoming Ambassadors, Grace Cassidy and Ociah Woodruff.
Permissive Tax Exemptions (Non-profit)
The 2024-2027 Permissive Tax Exemption Amendment Bylaw 1974, 2025 received the first two readings, which included a 90% tax exemption for the Quesnel Lions Housing Society. A request for exemption from Providence Health Care was not approved.
City of Quesnel & North Cariboo Childcare Inventory update
The City of Quesnel & North Cariboo 2025 Childcare Inventory Update Report is a follow-up to the 2020 Childcare Inventory Needs Assessment and Action Plan. This report provides information on current childcare spaces and an assessment on progress towards goals set in 2020.
- Preschool spaces have seen the largest loss across childcare types, decreasing by thirty-nine spaces, with the closure of New Beginnings Preschool and change to St. Ann’s configuration.
- Group school-age childcare increased by thirty-six new spaces.
- The new West Quesnel childcare centre added 57 spaces, ranging from birth to 36 months.
- The new Carson Elementary school is expected to host sixty-one childcare spots when it opens in 2026.

Forestry Initiatives
Council approved
- $20,000 from the Forestry Initiatives surplus to continue advancing the outcomes of the Future of Forestry Think Tank over the next 2 years until the next think tank session in 2027.
- 2026 grant application to the Union of B.C. Municipalities Community Resilience Investment Program in the amount of $200,000 for FireSmart and fuel management activities in our area.
Authorization to write off uncollectible mobile home taxes
Council approved a request to the Ministry of Housing and Municipal Affairs to issue a ministerial order to authorize the City of Quesnel to write off property taxes at 23-313 and 24-313 Westland Road.
Development Services
Council approved:
- Remedial Action Requirement for 388 Hoy Lane citing that the property is unclean as to be offensive to the community, and as such a nuisance to the community as per Section 74 of the Community Charter, requiring the owner to take a series of actions.
- The Quesnel Tillicum Society's multi-unit tax exemption request, to vary Section 4.1 (f) of the Multi-Unit Incentive Bylaw No. 1901, 2020 at 341 North Fraser Drive.
Land use bylaw update: A Developable Lands Inventory has been completed and shows that there are adequate lands available for development to meet the Housing Needs Assessment targets.
The draft Official Community Plan and Zoning Bylaw will be presented for public consultation, with in-person open houses being planned for October 7- 9.
2026 Council Meeting schedule
Council approved the 2026 meeting schedule. The schedule will be advertised for the public in October.

Council approved:
- a resolution of support for a psychiatric hospital in Northern B.C.
- a resolution of support for the Royal Canadian Legion Quesnel Branch #94 Northern Development Initiative Trust grant application to replace their furnace/air conditioning unit.
